I have a Windows 2003 Server that is running WSUS SP1. It has been
stuck downloading apparently the "August Malicious Software Removal
Tool" for days now (I looked at the updates and that is the one listed
as in progress). That update is currently set at "Detect Only"

I ran bitsadmin /list /allusers /verbose and got this:

Listed 1 job(s).

I have tried cancelling the job, but after I reboot the server a new
job with the same behavior appears. I have tried "wsusutil reset" and
wsusutil deleteunneededrevisions but neither of those fixed it.

NETWORK SERVICE has "List Folder/ read" and delete permissions on
c:\windows\temp.

What can I do to fix this error?

Side note... you'll want to update the BITSADMIN tool to the version 2.0
tool. It's available in the \Support\Tools folder of the WinXP SP2 CD or the

Looks to me like it's halfway through a 3MB download. That's not likely to
be the August MSRT.

(a) Mark the Infopath update as "Not Approved" for all groups.
(b) THEN cancel the job using BITSADMIN.EXE v2.0

Fixing the error would require identification of what is specifically
causing the job to hang.

One option, after successfully purging the BITS queue, would be to
re-approve the Infopath update, and monitor the file download for continuing
progress.

I installed BITSADMIN 2.0.

I then looked at all updates in WSUS and the Infopath is the one that
was downloading. I changed it to "Not approved". I then cancelled the
job via Bitsadmin. WSUS still showed that the update was downloading
even though the Bits queue was empty. I used the "Cancel download"
option in WSUS to cancel the download.

I then approved the update and started the download of that update
again. It got to 1.51 MB out of 2.83 MB where it stuck. Bitsadmin now
says this:

I used IE to manually download the file that was in the link:

And then I put that in the WSUSContent\01 folder with the correct name.
That worked. Not sure why the bits method of downloading it was
freezing.

I then looked at all updates in WSUS and the Infopath is the one that
was downloading. I changed it to "Not approved". I then cancelled the
job via Bitsadmin. WSUS still showed that the update was downloading

again. It got to 1.51 MB out of 2.83 MB where it stuck. Bitsadmin now

Then we're back to the four reasons specified in the article....

And the most likely scenario given these symptoms is that quotas have been
applied on the volume you're trying to store data to.
